Requirements :

  • Matric plus NQF 7 qualification in Finance/ Financial Accounting/ Public Finance/ Financial Management/ Internal Auditing or relevant qualification, coupled with a minimum of 5 years’ middle managerial experience in a municipal finance-related environment. Furthermore, the recommended candidate will be required to produce his/her SMS Pre-entry certificate as offered by the National School of Governance (NSG) prior to the appointment being made. Competencies: knowledge and understanding of the Municipal Finance Management Act, Municipal Property Rates Act; Municipal Systems Act; Division of Revenue Act and the Remuneration of Public Office Bearers Act; knowledge of the municipal systems and procedures and interpretation of directives; experience or understanding of the public sector environment, especially the local government environment; strategic management and leadership skills; human resource management skills; financial management skills; project management skills; monitoring and evaluation skills; analytical skills; problem solving skills; communication and presentation skills; report writing skills; computer skills and driving skills with a valid driver’s license.

Duties :

  • Monitor municipal compliance and financial performance as per Municipal Finance Management Act (MFMA), monitor municipal implementation and compliance with Municipal Property Rates Act (MPRA); monitor the implementation of the National Gazette on the determination of the upper limits of remuneration, benefits and allowances for municipal councillors and municipal senior managers in terms of the Remuneration of Public Office Bearers’ Act and Municipal System Act; monitor the functionality of municipal audit committees and internal audit units in terms of Municipal Finance Management Act; monitor the state of municipal finances in terms of Division of Revenue Act (DoRA); attend the tabling of the municipal budgets in councils; check compliance of the municipal budget process with the MFMA, Municipal Budget and Reporting Regulations (MBRR), MFMA circulars and all other legislation pertaining to municipal budgets; report on compliance on the tabling of municipal annual budgets; assess the readiness of municipalities to compile and submit annual financial statements; consult with the Auditor-General on municipal submission of the annual financial statements; report on compliance on the submission of the municipal annual financial statements to the Auditor-General; assess the adequacy of municipal audit action plans to address issues raised by the Auditor-General; conduct working sessions with stakeholders and provide feedback on municipal action plans; report on municipal audit outcomes for each financial year and the assessments of municipal audit outcomes in terms of section 131 of the MFMA; monitor the tabling of the municipal annual reports and oversight reports and submission to the provincial legislature; conduct workshops with municipalities on the implementation of the Municipal Property Rates Act (MPRA); assess municipal property rates policies; monitor the implementation of councillors remuneration in terms of the Remuneration of Public Office Bearers’ Act; attend municipal audit committee meetings and assess and report on progress made by municipalities at audit committees; attend quarterly meetings with National Transferring officers on grants implementation; assess and compile quarterly reports in line with the National Treasury and Provincial Treasury MFMA Section 71 publications. Provide strategic leadership and management including strategic planning, financial management, human resource management and risk management to the directorate
