Position Purpose:

The Chief Engineer: Product Systems Development will have to drive the Strategic
Plans and Demand Planning strategies within the Engineering Business, in line with
Transnet Engineering (TE) strategic plans and objectives, to ensure that it is positioned to support the organizational and
operational imperatives.
Provide engineering and technical expertise on current product systems, components,materials and technologies to support
manufacturing and maintenance.
Will need to assemble, grow, and lead a team/department of subject matter experts who will design, develop and/or integrate
novel, world-class systems/products and/or
solutions that are highly reliable, easy to maintain, and operate safely.
To provide leadership in the development, implementation and maintenance of all product range and the related sub-systems

Liaise with Research & Development in harnessing new technologies for products and manufacturing to satisfy the market

Position outputs:

Drive the Engineering strategy and plan in line with the overall Transnet business strategy.
Establish the Product Systems Development requirements in accordance with the strategic plan and business requirements.
Enhance existing products and develop new products for the current and future markets that are reliable and cost-effective.
Liaise with Research & Development in harnessing new technologies for products and manufacturing to satisfy the market
Develop leading edge systems, products and processes that will improve performance/efficiencies within Transnet as well as
international markets.
Conduct product and design integration as well as design reviews and interact with the value chain, including the principal
engineers, designers, manufacturers,
suppliers, etc. in order to achieve functional effectiveness, cost effectiveness, safe and reliable product designs.
Provide direction and support to Principal Engineers, Engineering Technicians,design office team, prototype teams, project
management teams and other senior
personnel within environment as well as operational environment to ensure efficient and effective concepts designs and
production products are manufactured as per agreed specifications and time lines.
Manage and support all engineering design and services aspects of a project i.e.cost, human resources, time, quality,
procurement, integration, communication, risk
and scope in conjunction with the project managers and project team
Facilitate the development of prototypes and the testing thereof, and support to the production line in the development of
production documentation all to meet production start-up dates at the end of the day
Ensure approval of technical specifications, review design reports and test reports,signing off work instructions on prototypes,
innovative product improvements and
approval thereof.

Manage and provide strategic direction to all components Principal Engineers in the ollowing departments: Rolling Stock
Equipment, Rotating Machines, Wheels,Foundry and Auxiliary

Principal Engineers (Wagons, Locomotives,
Passenger Rolling Stock and Port Handling systems)
Ensure that the Product Development process is adhered to and projects are aligned to organisational governance.
Ensure management of the scope via the change control process, including the change control documentation and forms.
Provide upgrade and re-manufacturing solution of existing components and subsystems with application of new technologies
Implement vision and direction with respect to the standardisation on all components and sub-systems.
Liaise with Research & Development division in initiating future required components and sub-systems required in the market
Ensure and support Maintenance Department to resolve chronic component and subsystem related problems to improve
reliability and ensure availability
Provide leadership in advanced manufacturing to the Manufacturing business.
Develop and implement the product quality indicators in accordance with Transnet
directives, local and international regulations and legislation, local and international standards and specifications.
Create, implement and manage systems, processes and policies which ensure proactive and efficient operations.
Lead and direct the team within Engineering business unit so that they are motivated and have access to the required
resources in order to meet the objectives set for them.
Ensure that engineering capabilities meet or exceed all industry and customer requirements for cost, quality and

Responsible for ensuring full compliance to all applicable requirements and specifications imposed by the company, the

Ensure international best operational and engineering standards are implemented in all products.
To participate in forensic investigations and provide expert advice on failure diagnostics and preventative solutions.
Drives adoption of new process or products into engineering and product readiness for commercial launch.
Develop, implement and monitor Performance Indicators for each area within each sector and implement in accordance with
policies and procedures.Implement short/medium term project and plans connected to operation/function strategy as
direction and lead focused innovation in operational effectiveness and efficiencies.
Drives the long-range strategic planning process for engineering by overseeing and managing all product systems
development operations.
Analysis of industry research to determine and give guidance on legislative/
regulatory requirements and implications thereof, future / anticipated amendments
to current and relevant legislation, regulations and policies, national and international trends in operational productivity
improvements and resource requirements.Initiated dialogue and engage with key stakeholders including customers,
regional government and industry, as required, to ensure effective internal and external stakeholder management.
Make sound decisions to prevent serious impacts on the overall success of engineering operations.
Manage relevant role players in accordance with business requirements and dependencies and represent Transnet
Engineering in the interactions with stakeholders.
Ensure that engineering and operations budgets are in line with the business and project plans. Monitor the expenditure
against the budget and ensure that spending occurs within the budgetary restrictions.
Ensure that human resources needed to efficiently achieve goals and targets is available, establish an effective management
team and manage their performance,drive capability development initiatives for direct reports and other functional managers,
agree and monitor skills development plans for direct reports and other
functional managers, drive the values and behaviours required to create a positive
and motivational culture.
Lead and ensure that governance structures as per agreed upon terms of reference,ensure proper delegation of authority to
all direct subordinates including functional managers and ensure that audits are conducted as per company guidelines, and
recommendations implemented.
Coach and mentor young trainees through to becoming professionals

Qualifications & Experience:

B. Engineering / BSc in Mechanical or Electrical
Master’s Degree in Mechanical/ Electrical Engineering will be added advantage.
Must be a Registered Professional Engineer with ECSA
Minimum of 10 years’ experience in Engineering or Research & Development of which at least 5 – 7 years in a Senior
Management or Senior Engineering position in a large organisation with a complex operations environment.
Must have a knowledge background in the Manufacturing and Maintenance or at least worked in the Rolling Stock
